kconfig: Force PANIC_TIMEOUT=0, NR_CPUS=64

Override syzbot kconfigs: PANIC_TIMEOUT disables kgdb, and for some bizarre reason NR_CPUS=8 also breaks kgdb Signed-off-by: Kent Overstreet <[email protected]>
