Every new major release has new and dumb things to sort out, but 10.15 seems to have more than its fair share.
Here's a list of issues from Allan Odgaard. There are a lot of functions which used to be fast, and are now slow. Disabling SIP appears to mitigate this somewhat, though as a developer you probably don't want to do this because you really need to swim in the cesspool.
