Add an option to suppress a vulnerability when it is only found as a transitive dependency via the listed dependencies. (WIP, needs further testing) Related to jeremylong#5686

Have test cases been added to cover the new functionality?
Yes, but keeping this in 'Draft' for now as it needs further testing.
