Enabling saving configuration to branch

There was added extra textfield at scm git configuration. You can declare there a branch were plugin will push changes. Branch reloading was extended with exact SCM location (url and branch). To ensure that reloaded configuration is the same as in repository, jobs are removed prior checkout from repo.

Will need to make some rework here before merging. The Pr is really old, although i find the feature quite interesting.

@jenkinsadmin Such a shame that this useful and in-demand feature was never merged, because it's now conflict-ridden. Is this plugin maintained? We've been "forced" to fork upstream and try to pick out the relevant parts.
