Fixes the error about the missing argparse dependency.

Travis failed on trying to install an old version of docker-engine (completely unrelated to code changes in this Pull Request).

sudo apt-get -o Dpkg::Options::="--force-confnew" -q -y install docker-engine=1.9.1-0~trusty

...

E: There are problems and -y was used without --force-yes

...

The command "sudo apt-get -o Dpkg::Options::="--force-confnew" -q -y install docker-engine=1.9.1-0~trusty" failed and exited with 100 during .

I was trying to keep this PR at a minimal delta, so I might give it a shot but would probably want to make a seperate PR just for that.

It looks like all the current PRs have failing Travis builds (seems very unstable right now).

Haven't messed with travis for a while now so it might take a good minute to get a fix in there if I do take a whack at it.

If you are antsy about getting a working version of letsencrypt/haproxy images I have some temporary images pushed to docker hub until all the fixes are in place to use this repo again.

Feel free to use those until this repo is back in working condition again.

By the way, this problem should go away in our 0.14.0 release tomorrow.
