migration: commit parent if Datacite DOIs are disabled

Description

Migrating a repository from v. 11 to v. 12 that does not have Datacite enabled does not work because the parent record's owned_by property to does not get committed (see code).

The parent record's commit is conditional on Datacite being enabled (see code).

This simple PR adds an else commit to fix that.
