Add dark mode for WordPress dashboard to admin color scheme

Add dark mode scheme for the WordPress dashboard user profile. Based on the Dark Mode for WP Dashboard CSS file. Just smaller and activated as a user scheme via mu-plug-ins or plug-ins.
