New denylist for Jan 1 to Jan 15 (#8387)

* This denylist includes the "antenna splitting" node classifier that looks for
bidirectional links that have > 0db RSSI values.

* Additionally this denylist includes the "ingest latency" edge classifier that
looks at the time histogram of witness reports and denies edges with
very flat histograms (strongly associated with rebroadcast attacks).
