CI improvements and cleanup

• Moving release.yml to appropriate directory: https://docs.github.com/en/repositories/releasing-projects-on-github/automatically-generated-release-notes
• Adding a check to make sure prepared sqlx query metadata is up to date with the code
• Removing gen-binaries.yml for now, as it looks incorrect anyway. We can re-introduce that functionality later when we need it.
