[release-2.8.x] upgrade go-grpc to v1.56.3 (#10887)

**What this PR does / why we need it**:
upgrade grpc pkg to fix
[CVE-2023-44487](GHSA-qppj-fm5r-hxr3)

`github.com/sercand/kuberesolver v2.4.0+incompatible` was blocking us
from upgrading grpc. I had to upgrade weaveworks/common which uses a
newer version of kuberesolver
