One important change in this spec bump is preparing for a dynamic
MAX_BLOBS_PER_BLOCKvariable.Gnosis currently has a non-equal max variable between CL and EL. EIP-7742 will uncouple the max, effectively making the CL value apply to EL too https://eips.ethereum.org/EIPS/eip-7742. This affects Gnosis and we should modify the config variable.
