This pull-request contains changes on the docs we use for the release process.

The following changes are proposed:

  • Put QA in its own QA.md file
  • Change the style of the instructions to be easily pasted to a console.
  • Add a generate-release-tasks.py script to help generate the list of tasks than need to be done during a release

I think it's great. I have only a few minor comments, but I believe the release instructions are much clearer.

This commit makes changes to the release instructions, prefering bash
exemples when that's possible. As a result, the QA.md and RELEASE.md
files have been separated and a new `generate-release-tasks.py` script
is making its apparition.
