ci: add Vercel deploy actions

Created GitHub Actions workflows for deploying to Vercel's preview and
production environments. The 'GitHub Actions Vercel Preview Deployment'
workflow triggers on pushes to branches excluding 'main', deploying
preview builds. The 'GitHub Actions Vercel Production Deployment'
workflow triggers on pushes to the 'main' branch, deploying
production-ready builds.

Installed vercel package to accomplish this deployment.

Added `index.js`, `index.html`, and `favicon.ico` to trigger checks for
this commit. These files will be modified in the future.
