CI: Use Windows Server 2022 for MSVC 64-bit and MinGW builds

A bit of maintenance on the build CI:
- Update MSVC 64-bit and MinGW builds from Windows Server 2019 to Windows Server 2022
- Update actions/checkout to v4
- Continue CI if one build fails (fail-fast: false)
