feat: Add Instruments 16 on minos 13.0

This release provides the standalone version of Instruments 16, extracted from Xcode Version 16.0 (16A242). Instruments is a powerful performance analysis and debugging tool that can now be installed independently, making it convenient for users who need this functionality without the full Xcode environment.
