Implement a functional asynchronous ledger replay tool against locally available data.

• Support accounts snapshots
• Support all transaction and intrinsic types live on testnet and mainnet (including builtin and BPF programs)
• Full determinism and equivalence to Labs implementation
• Implement scheduling and accounts database outperforming the Labs implementation

Milestone is considered done once Firedancer has caught up to feature parity.
Maintenance efforts will continue in a separate milestone.
