What this PR does / why we need it:
This PR adds a workflow and corresponding job to sign older plugins. This is completely hardcoded for security reasons and will be removed afterwards. Newer plugins are already properly signed, but this will prevent Falcoctl 0.6.0+ from breaking in case it tries to download previous artifacts.
I hope this does not hit some kind of max limit on GHA matrices.
