EOF: update fork to Osaka

I updated the .yml sources and the .json files (manually). I attempt to fill using retesteth but I'm getting:

Error: [retesteth]: Constructing legacy genesis on network which is higher London! (stEOF/stEIP3540/EOF1_Execution, step: test_setChainParams: Prague)

Here I update all eof tests. I see there are a lot of Copier tests. those were generated by some other tool.

need to migrate it into .py from that tool.
nevertheless I updated the vectors with Osaka

some tests exceptions changed. I left comments.
I used this branch ethereum/evmone#1060
