In the second week, committees will review all approved proposals listed on the Voting Cycle Roundup thread and publicly post their recommendations before the last day of Week 2 at 19:00 GMT (12:00p PST).

If we are going forward with Committees in Season 3 then the I would recommend committee to take the decision whether to include the changed proposal or not. They must provide their reasoning.
Pros:- Make process more flexible. A committee has 5 delegates which is enough member to make a judgement call.
Cons:- For some, this means giving little too much power to Committee but I think final decision on proposal depends on Token house so that mitigate the abuse of power from committee.
