What does this PR do?

This PR adds a updates.disabled file in the config directory for rpm deb packages and docker images. The upgrade logic for the cli command is also updated to prevent upgrades for agents deployed via rpm, deb or docker

How to test this PR locally

• Package the agent for deb, rpm and docker
• Install the agent for each one of these, can be standalone or fleet managed doesn't matter
• Then try to upgrade the agent and validate that there is a descriptive error message returned
