Feat(dashboard)!: id handling and mansa data

Description

• Add zm mansa data
• [Breaking] Update station ids to store more santized (lower case letters only instead of previous free text). Will need to clean all data on server to reflect once deployed
• Fix dashboard handling of stations with different season_end/rains_end definitions for end charts
• Fix dashboard auto-reload map when new stations synced
