Feat: admin dashboard #201

Description

Create new dashboard application which will be used for allowing users to manage content
Integrate backend server
Add authentication system and UI to allow users to create new accounts and sign-in
Add support for anonymous users
Add basic documentation (https://docs.picsa.app/applications/dashboard)
Update server documentation (https://docs.picsa.app/advanced/server/setup)

Work in progress (follow-up PR)
