feat(climate-tool): forecasts page

Is your feature request related to a problem? Please describe.
The app will eventually show weather forecast information from met offices in the form of PDF documents. Whilst awaiting for the live data integration it would be good to start preparing some placeholder frontend components that may later be used to manage.

Describe the solution you'd like

• Create a new standalone page/component to display at /climate/forecasts
• Create placeholder components to show a list of available forecasts (e.g. mat-card elements for annual and downscaled forecasts)
• Integrate the pdf reader to display forecast pdf files

Additional context
Example PDF documents can be found at: https://dashboard.picsa.app/climate/forecast
While testing you may just want to put a copy of one or two of the pdf files in the local assets folder (can work on server sync later)
