Description:

Ensure a compilation is scheduled to ensure web views are not blocked.

Steps to test this PR:

  1. open several tabs with various pages and at least one home screen
  2. select the home screen
  3. kill the app
  4. launch the app
  5. Home Screen should appear - select other tabs and make sure they load
  6. Repeat with but with web pages selected when the app is killed
  7. Open pages "in new tab" and make sure they load
