Add runner or other solution to LLVM being heavy to ask CI to build #4

For now LLVM dep in cachix is built locally, it'd be convenient to have CI do this.

Concern is this will consume too many CI-minutes or other resources, especially as it happens weekly.

Look into improving this, possible prop'ing up a suitable runner.
