Migrate from setup.py to pyproject toml in preparation for Python 3.12 support

Problem

Python 3.12 will not support setup.py.

Solution

Migrate from setup.py to pyproject.toml. While doing so, move other supported configuration into this file. Also move dev-requirements.txt into this file. Make downstream updates, such as references to dev-requirements.txt.
