Set up / update DNS for API and frontend

TODO

When do we do this (e.g. is this part of the deploy script or should it be invoked separately?)
- It is only needed rarely e.g. on first creation or when we change the node cluster in some way and the IP changes ...
- May be pretty low cost to do though ...
- But requires users to have cloudflare API - which maybe not all admins have => have it separate

## Analysis

New config variable for cloudflare API login info
Script to change (do we hvae to check it exists or not to separate create / update)
