Description

Since functionality from #331 was required for this ticket, DO NOT merge this first

Manipulate the seeding data, to ensure a super-admin-user exists on every environment.
Create an user Susi Superadmin with a rolle, that has systemrecht "ROLLEN_VERWALTEN".
