Putting https://denperidge.com/cypht-config-generator/ into the Cypht website

This is the first PHP I've written since college, and while that is not too far off, it's not my specialty by any shot. Please do a check through my code if possible! (Although the PHP script will not have to be run more than once every release)

Depends on #94

- Generated a new cecil site
- Updated .gitignore for cecil
- the img/ folder and js/css files moved to static/
- Created layout from one of the pages
Cecil markdown takes html input!
I might consider translating this one to markdown,
due to the HTML having some jumbled up tags
The original HTML had a few tags that weren't opening/closing nice
Some editing and reformatting has happened,
but the content is the same
* A slight visual rendering change has happened,
but the content is the same
Moved blog down by one, as it makes the code less messy

Hi! Currently blocked because the site.css has no form classes. Do I default/custom/other css style them, or?
