[CHEF-14474] Custom OpenSSL hab package #3280

Description

The workstation currently uses custom-built openssl with the Omnibus software. When migrating workstation to the hab package, we will not be able to use the core/openssl because of the customizations needed. This PR creates the custom OpenSSL hab package needed for the chef-workstation with FIPS and legacy providers enabled.
