Add GitHub Actions workflow to greet new contributors #62

Description

This commit adds a new GitHub Actions workflow file, greeting.yml, which is triggered when new issues or pull requests are opened.

The workflow includes the following steps:

  • For issues: If a new issue is opened, a comment is created to greet the contributor and express appreciation for their contribution.
  • For pull requests: If a new pull request is opened, a comment is created to thank the contributor for their pull request and inform them that their request will be reviewed.
