Penumbra Installer

Install penumbra mods through the default windows open action in file explorer.

Setup

enable HTTP API in penumbra's advanced settings.
download the application, and put it somewhere.
run the program as admin and confirm registering the file extensions.
restart file explorer (through task manager)
