This patch includes:
* Don't create perryt.cfg if user didn't provide URL
* Move parser code into its own function
* Add two new arguments to main/parent parser:
* URL - the URL of the Gerrit server
* Key - SSH key to use for the connection
* Create one "run" function that can receive different
actions.
* Switch fixed Gerrit address (ovirt) with URL variable
* Fix PEP8 and Python 3.x compatibility.
