docs: Faction info (Old Guard)

Purpose of change

Finally flesh out all of the lore for the Old Guard that I and Sleepless have discussed on the Discord for at least 3 months.

Transcribe relevant information into the faction docs as well as the timeline docs.

Describe alternatives you've considered

Stick with our old lore and stop fucking around with things man was not meant to touch.

Additional note regarding the player interaction section: one of the things I'd intended to work on was to have Old Guard NPCs regard characters with the Military Remnant trait (given to all military professions) as basically a member of their faction in all but name, in line with the idea of them making contact with other leftovers of the US government and military to try and get them in on the plan.
