This PR upgrades Python from v3.10 to v3.11 (EOL Oct 2027) and Node from v16 to v20 (EOL Apr 2026). It also updates minor Python & Node package dependencies.
Some deprecation warnings show when the server runs, but those will be addressed in a separate PR where Django and Wagtail will be upgraded.
