Update CMake min version from 3.17 to 3.23 (trilinos#10355)

All of the major systems at SNL and LLNL should have CMake 3.23+ installed.

This allows the elimination of a lot of technical debt in TriBITS (see
TriBITSPub/TriBITS#411).
