Description of changes:
Real AWS credentials are not available in the PR workflow from forked repo. (Previous workflow failure: https://github.com/aws/shim-loggers-for-containerd/actions/runs/6204238070/job/16846048871) So switching to local stack to remove the usage of real credentials.
