Desired count brings up one task when the service is updated #1

What I have been noticing is with MinTasks set to 2, and MaxTasks set to 4, when the service starts up it creates 2 tasks - however when the service is updated it creates only one task. Is it to do with the Desired count default to 1?

@g3kr Sorry... I wasn't checking this repo... I think you are right, when you deploy the CFN add DesiredCount=2
