This PR does not yet mark 1.6.0 as "stable". I think the safest bet is to first make an asdf PR that makes it stable in asdf main. When all issues have been sorted, make another asdf-standard release with 1.6.0 stable (so we have a window to make changes) perhaps increasing the version to 1.6.0. Then make an asdf release (so the pypi version has 1.6.0 as stable).

The 3 weldx errors are unrelated:

and are due to the lack of a "media" install extras (like is used in asdf):
https://github.com/asdf-format/asdf/blob/4a0064aa48d6360d27ab588b2bb85255016e3876/tox.ini#L304

The asdf-astropy errors are due to it testing 1.6.0 and not yet being aware of the astronomy manifest (which is now the home for time):

- tag_uri: tag:stsci.edu:asdf/time/time-1.2.0

Once asdf-standard 1.1.0 is release this PR can be updated fixing asdf-astropy:
astropy/asdf-astropy#219

sunpy dev no longer supports 3.9 which is the version that is attempted in this PR:

#428 should address all of these except the asdf-astropy failures

jwst failures are due to lack of a crds cache. regtests will serve as a better test for jwst compatibility.
