A BLT vote counter for the Hare-Clark system written in Moscow ML.

Setting up the Vote counting System:

1. Install Moscow ML: http://www.itu.dk/~sestoft/mosml.html
2. Extract this folder
3. Run make
4. Run ./EA

Notes

The specification for the BLT file format can be found at: https://code.google.com/p/droop/wiki/BltFileFormat

If you want to count the 2008 elections, download the ballot files and update the paths at the beginning of EA_main.sml. The 2008 preference data can be found at: http://www.elections.act.gov.au/elections_and_voting/past_act_legislative_assembly_elections/2008_election/ballot_paper_preference_data_2008_election
