Add-ons to #4754. See commits for details.

One might have inferred from the previous version of this documentation, that it would be possible for the same piece of content to be indexed by both indexing methods (direct call to Search API, indirect call via Publishing API), but that is not the case.

Documents are spread across three 'indexes' in Search API:

* `govuk`: the index populated by Publishing API, intended to encapsulate all GOV.UK content
* `government` and `detailed` - the remaining legacy '[content indexes](https://github.com/alphagov/search-api/blob/aef1da207bc6183e1681c405b8883f29a2d6fe56/elasticsearch.yml#L3)', encapsulating some Whitehall content and Detailed Guides respectively.

I'm not clear at all how thse indexes are consumed or what their used for - might be an interesting exploration
