- Discord: Turns off Logger and by default Rpc is off.

In summary:
This update focuses on creating a localhost server directly from the launcher and making it easier for people who want to use DockerGS. but it's still not ready because I'm still busy playing on the official server and updating tutorials. if there are still problems, please visit discord and provide screenshots and error logs :)
