Create 404.html - Error404 Page

What does this PR do?

This is the html file which will be automatically displayed by netlify when an error occurs like Error404.
This is a custom designed error page

Added 404.html file

How should this be tested?

By trying to access a path that is invalid

• Tested the html file is working properly
