Version 0.3.1 - Map Voting, Lag improvement, Smaller exe

New features:

• Map Voting: Vote on maps in multiplayer. A big part of the server has been rewritten. New maps can now be added to the server by putting them into the folder maps/ created on startup.
• Lag improvement: The map is now rendered in advance, making fps fluctuate less and being way higher.
• The Windows executable has a smaller size now
