Commit updating the default costs to reflect outputs with COD in 2023 with in 2023 dollar-year values.

This PR will take a little more work. Since so many cost values are changing, a lot of tests are failing - so we need to update the tests. Further, we are waiting to hear feedback on the approach for cost updates. This will be addressed during v1.2 release. |

I'm going to close. The plan is to resubmit a new PR when more accurate information is available. |
