Improvements to user search and approver flow

• Show theses waiting for one's approval also when 'Kaikki tutkielmat' is not selected
• Still improve flexibility of user search, refactor
• Increase size of approver icon-button and tooltip text

Thesis approver role

• Possibility to assign the role to program managers
• Possibility to specify an approver when creating/editing a thesis
• Show theses waiting for one's approval indicated with an exclamation mark and at the top of the theses list

For now the approver field is optional and does non-approvers for now still can change theses' status
