Description
Remove the LoggingServices component.
Motivation and Context
As part of ThePalaceProject/circulation#1421 the logging configuration was removed from the admin UI. This removes the component from the admin UI as well.
How Has This Been Tested?
Tested locally against changes in ThePalaceProject/circulation#1421.
