feat: debian: Add Debian's new features in Release Notes

Since Debian now supports wifi, add it in Release Notes under the "What's New" section. Using internal :ref: would cause the link to lead to Yocto doc's wifi page. So add an external link to the Debian page instead. Signed-off-by: Suhaas Joshi <[email protected]>
