This PR moves some styles to CSS modules (see #62) and fixes/tweaks some layout issues, including:

  • Court Forms Online in the navbar is now larger and more proportional to the logo
  • The huge spacing between nav menu items is reduced
  • The footer logo is now responsive
  • The partner logos on the About page are now more responsive
