[Enhancement] Support auto refresh for HMS external table

Why I'm doing:

As we all know for users can change the partition path for the HMS external tables.
And for SR we will not auto refresh HMS external table that will make users need to refresh external table manually.
It is not user friendly.

What I'm doing:

Implement a method that will check the HMS external table and add one executor to refresh it.
After that the partition for HMS external table will be auto refreshed.
Fixes #issue
